Associate Dean for Administrative Affairs

Duties and Authorities of the Associate Dean for Academic Affairs:
The Associate Dean for Administrative Affairs exercises the following powers:
First: Administrative Authorities

Assigning and coordinating the work of employees and technicians across all divisions of the college according to work requirements, distributing tasks in a manner that ensures the interests and needs of the college.

Issuing orders related to appointments, secondments, retirements, and resignations.

Approving ordinary leave requests for technicians, administrators, and contractors employed at the college, both inside and outside Iraq.

Approving the promotions of the college’s technicians and administrators.

Approving additional university work assignments for the college’s employees and staff.

Approving medical reports issued inside or outside Iraq for all college employees, provided such reports comply with the regulations and provisions of the Sick Leave Law No. (76) of 1959 and its amendments.

Implementing necessary transfers within the college’s administrative staff in accordance with the public interest, in coordination with the Dean’s Office and department heads.

Signing orders related to the granting of ordinary leave, summer vacations, and legally prescribed retirement benefits for retired staff.

Signing forms related to annual salary increments and promotions for administrative and technical employees.

Granting maternity and childbirth leave to all female employees of the college in accordance with effective decisions and regulations.
Second: Financial Authorities

Approving referrals of bills and additional periods in accordance with specialized committees and the General Conditions of Contracts, as well as relevant laws and regulations.

Exercising authority to distribute the necessary financial allocations among the scientific departments, in coordination with department heads.

Approving the granting of professional and engineering allowances, as well as allowances for infection, risk, and other entitlements in line with laws, regulations, and instructions.

Recommending the referral of department employees to investigation in accordance with the Law of Discipline of State Employees.

Proposing dismissal decisions due to excessive absenteeism by students in a department or branch, in accordance with applicable regulations, subject to the approval of the College Council.

Approving and disbursing travel advances for faculty members, technicians, and administrators within Iraq, for appropriate periods necessary to accomplish assigned tasks.

Issuing administrative orders for student warnings or dismissals due to absenteeism, negligence, or violations of rules and regulations.

Issuing administrative orders permitting lectures by internal staff or external lecturers (in coordination with the Dean’s Office), opening records or forms related to them, verifying them in line with the issued administrative orders, and monitoring their disbursement by the department secretary in coordination with the college’s financial department.
